Toronto Scarborough Winter Hub

P03 · Toronto & Scarborough winter hub

Toronto homeowners encounter a mix of municipal snow clearing, private property responsibilities, fast-changing temperatures and densely used residential access routes. This hub separates those subjects so you can find reliable instructions without confusing a City service with a private residential service.

Editorial scope: Scarborough is The Sno Guys’ primary intended residential market. Coverage at a particular address must be confirmed through the main website; citywide educational content is not evidence of citywide service.

Toronto winter responsibilities: the essentials

The following summarizes the City of Toronto’s sidewalk-clearing guidance, which was updated July 16, 2026. Always check the official page for later changes.

Private access areas

The City says property owners are responsible for removing snow and ice from private areas, including driveways, steps, ramps and landings, within 24 hours after snowfall ends.

Public sidewalks

Under the City's published guidance, when snowfall is less than 2 cm, adjacent owners are to clear the public sidewalk within 12 hours after snowfall ends. At 2 cm or more, City crews clear public sidewalks.

Where snow belongs

The City prohibits pushing snow from private property onto sidewalks, roads or bike lanes. Plan where snow can stay on your property without obstructing access or sightlines.

Municipal reporting

The City directs residents to 311 for many local winter maintenance issues. Emergencies require the appropriate emergency service, not a website inquiry form.

Important: The 2 cm distinction relates to the public sidewalk program; it is not a threshold for when a private driveway becomes a homeowner responsibility. For exact current rules, see the City source.

Why winter conditions vary around Scarborough

Residential winter conditions can change from one street to the next because of shade, exposure to wind, property grade, driveway width and differences in snow compaction. Even neighbouring homes may need different approaches to safe access. Lake-influenced regional weather and shifting precipitation types can also complicate planning, but any forecast should be checked for the particular location.

Useful questions include: Does melted snow refreeze on the front steps? Is the walkway shaded all day? Does water collect near the garage? Is there space on the property for snow storage without blocking pedestrian routes? These observations are more useful for ordinary planning than guessing an exact amount of snowfall days in advance.

City operations versus the area outside your home

The City operates winter maintenance for public streets and sidewalks. A privately arranged residential snow-clearing visit concerns the privately agreed areas at an eligible home; it does not replace the municipality's street operations. During or after a storm, roadside snow can accumulate at driveway entrances. Consult the City's current winter-maintenance guidance to understand public operations and whether windrow clearing applies in a specific location.

Scarborough household preparation priorities

  1. Identify property boundaries: distinguish a private walkway from a municipal sidewalk.
  2. Plan safe entry: prioritize stairs, handrails, landing space and the route from a vehicle to the door.
  3. Check meltwater routes: observe shaded spots, low points and downspouts before the freeze–thaw cycle makes problems harder to see.
  4. Avoid blocking shared access: be mindful of adjoining neighbours, pedestrians and accessible routes.
  5. Use current alerts: a general Toronto forecast may not describe every Scarborough neighbourhood precisely.

Where to confirm official information

If a municipal rule conflicts with general advice in this publication, follow the current official information. Different municipalities can have different responsibilities and timing rules.
